Simple explanation about the new regulation of loading stowage
Current stowage legislation
The legislation on cargo stowage has been too generalist since the only reference is the article 14 of the RD 1428/2003,known as Reglamento General de Circulaci�n.
This lack of specification has led to commercial transport vehicles circulating for years with little stowage control, which result is that 25-45% of transport accidents are due to poor loading of loads.
A very important change coming with new regulations
From May 2018, Real Decreto 563/2017 comes into effect regulating technical inspections to commercial vehicles in Span. This regulation includes the European Standard EN12195-1:2010 which determines loads attachment in trucks.
Therefore, this is a very specific and quantifiable regulation, far away from the more subjective and imprecise current rule. For instance, the new law will regulate the number of moorings to be placed, their mooring capacity, etc.
Real Decreto 563/2017 transposes the Directive 2014/47 EU into the spanish legislation whose goal is setting a single criterion in this matter at European level. Thus, at international land transport, all carriers must comply with a series of national regulations and identical inspections in all EU countries.
Who is affected by new regulations?
Commercial transport vehicles which carry any type of merchandise above 3500 kg of MMA.
